For the first time, a working channel of communication was established in 2011 with the Taliban
but substantial negotiations have not yet started. Many hurdles remain before the conflict in
Afghanistan can be settled sustainably: a lack of clarity about the Taliban’s political aims, an inco
hesive US policy and the lack of a national consensus negotiation options amongst Afghanistan’s
main political and social actors.
