Description
Europe’s difficulty in the Middle East and North Africa is often described as a shortage of power. This article argues instead that the central problem is failed strategic conversion: European law, finance, diplomacy and market access are substantial, but are not translated consistently into recognised influence. Gaza exposed this credibility deficit. A four-part framework—legal consistency, political coherence, instrument proportionality and regional reciprocity—is proposed to renew EU agency.
